Q.
my baby is 4 months old... she is sucking her fingers all the time .. and crying out of pain.. I think she's teething... Does it start this early ?

Keep Babyhug teethers handy in such situations. Gently press your child’s gums with a soft cotton cloth dipped in cold water to reduce teething symptoms
