Q.
My baby is 3 months and 5 days old and his private part is still not opening. My mother in law is saying that we will have to consult a doctor to get it opened. So should we go to the doctor?

Just keep putting oil into that area and try to put the skill down gently over the period it will happen if the skin doesn’t come down or you feel the part hasn’t open properly then yes you may have to go for a minor surgery in that case you have to talk to your doctor 1st and understand what is the situation
