my baby is 12 month old and his weight is 8.5 kg and his height is less and he looks small

Its 1.5 KG less not much so I don’t think so it’s too much a matter of concern but yet it is for sure in this case you can always take a guidance from a nutritionist for this they can advise you with the right food items and supplements that you should incorporate into your child’s daily diet
