My baby girl is 11 months old she has dryness on her nose and upper lips and sticky discharge also on it

It’s looking like an allergy or infection I think it would be good for you to get examined with your doctor once as your doctor would be able to help you correctly with the medicine that you should use or leaf needed otherwise cream and ointment to apply as of now I would recommend you to apply calamine lotion
