It seems like sunburn so first of all daily start cleaning the neck with raw milk abd scrub it once or twice a week with besan ubtan abd after bathing apply a motion like Cetaphil or sebamed on it and do it on regular basis and keep neck covered especially when exposed to sun

Hello mom It is extreme allergy and in such case you should definitely consult with dermatologist about it because Dr game only advise you will after examining baby. You should not use any sort of medication till it is not advised by Dr. So first consult with your doctor about it
