Q.

My 5 month baby palms and feet and head are very hot... baby temperature under armpit is 98.3 F... Is it fever?

A. nope, babies have immature nervous syster and it get while to able to control temperature fully .around 9 months they seem to regulate temperature better. Over dressing may be the cause behind this..wear loosly fitted Cotton cloth.
