my 4 month old baby roll tries to roll over but cannot turn his body and head properly and cries why

Give more of tummy time to the child that will be good also I must tell you that rollover can be seen between the time of three months to 9 months and sometimes the child is trying to do something in unable to do it so sometimes they can cry or the hand twist or something when they’re trying to move which is normal just take more care when the child is trying to roll over just be attentive which is very normal
