Q.
My 1 month 8 days old baby have temperature on head and body only not in hands and legs.is it fever or anything else.?

You have to take the temperature with a thermometer only and then only you can come to know whether it is fever or not just by seeing warm that a particular body part somewhere it is not warm that does not clarify whether whether there is fever or also just take the temperature with a thermometer
