it looks like heat Rashes or Infection
but it is hard to judge anything from photo.
so kindly visit your pediatrician for proper evaluation.
please keep your child in well vantileted room.
dress your child in loose fitting Cotton clothes
apply thin layer of coconut oil or baby soothing Calamine lotion on this part.
