if baby is delivered in 37week 3 days is it fully matured baby or not ??

Yes The baby is any delivery after 36 to 37 weeks of pregnancy is considered very much normal only deliveries are mostly due to some issue or complication or if you hit the labour naturally but that’s very normal child is fully grown with proper growth so don’t worry about that
