if a breastfeeding mother uses any fairness cream to cure pigmentation, dark circles etc can that affect baby's health?

No it is not going to affect in any manner who need not worry about it just in case of any confusion you can check with the doctor because they are different ingredients added to a particular product and some may not be advisable so you know it in detail and check with your doctor
