I see these white flakes all.iver my daughter's head. is it dandruff or some other skin condition

A. With the current picture it is looking like a dandruff only so you should consult the doctor for the medicine that you can use in the hair to reduce it and also the right shampoo as your child is nine years old they’ll be able to help you with proper treatment to use
