Hello,hearing is fully developed within the first month, your baby may only start to respond to sounds much later at the age of 3-4 month babies can hear and pick up on the different sounds and react by cooing, smiling,etc. check her reaction (starlet) in loud noise

POOJA KOTHARIMom of a 8 yr 5 m old boy3 years agoA. Most newborns startle or "jump" to sudden loud noises.By 3 months, a baby recognizes and calms to a parent's voice.By 6 months, babies turn their eyes or head toward a new sound and repeat sounds.
