A. for proper fluent speech ,you need to wait and watch till 3 years of age of the child to speak in complete sentences clearly and fluently.
if its not so then consult the available pediatrician/doctor to know if speech therapy is required.till that time keep interacting as much as possible in your spoken languuage and involve the child in language learning activities using audio-visual aids too. dont worry if other milestones are normal this will also be achieved in time at times it may get delayed..there are variations in children by age for this. . .
