Babies at this age are still learning to control their head and neck, and it takes time for them to develop the ability to look down.
However, if you are concerned about your baby's visual development, or if you notice any other symptoms such as excessive eye rubbing, watering, or discharge, I would recommend consulting your pediatrician or an eye specialist for further evaluation.
In the meantime, you can encourage your baby to look down by placing her on her tummy and letting her play or look at toys on the floor. Tummy time can help strengthen the muscles in her neck, shoulders, and arms, which will eventually help her look more comfortably in all directions.
