Hi, 11th feb my baby will become 4 month and now his weight is 6and half kg and his height is 70 cm till now he is on breast milk but i that's not sufficient for him . can i give him cow milk

No problem
And
Do one thing don't dilute cows milk /bufellos milk /packet milk, give it as it is.

what is baby birth weight as baby should be double the birth weight at around 4-6months..
any animals milk as cow milk or Buffalo milk should be given after baby complete one year..
