In this here it is very difficult to comment properly unjiotil a proper examination or assessment is done to find out the exact cause so it is advisable to consult your doctor so that he could examine and evaluate properly and will guide you accordingly for this .

In the picture it is looking like a mosquito bite and nothing else but you can be more sure about it checking it personally you can use coconut oil onto this area still if you are unable to figure out the coconut oil is not helping then you please check with your doctor in person
