does having hypothyroidism when levels of TSH are high effect milk supply?? and blood test for infant is compulsory?

A. If your body doesn't make enough thyroid hormones, your milk supply may be affected. Hypothyroidism is treated with thyroxine to bring the levels back to normal. If you have been properly treated for hypothyroidism, you are likely to have no problems with your milk supply.
