Can I fill the feeding bottle with formula powder first without water and use it after an hour or two by adding up water?

Wash your hands thoroughly with soap and water. 2. Sterilize the feeding bottle and nipples by placing them in boiling water for 5 minutes. 3. Boil water and cool to the appropriate temperature (usually around 100-120°F) before mixing with formula. 4. Add the appropriate amount of formula powder to the sterilized bottle according to the instructions on the formula container. 5. Pour the appropriate amount of boiled water into the bottle. 6. Shake the bottle well until the formula powder is fully dissolved. 7. Test the temperature on your wrist before feeding your baby. It is important to always prepare formula bottles fresh before feeding your baby. If you have leftover formula, it should be discarded and not saved for later use. Do not leave prepared formula out at room temperature for more than two hours, as it can spoil and become harmful to your baby's health. A. You can do it if the bottle is clean but why do you have to do it that’s what I’m not understanding mil take hardly five minutes to be prepared at water powder in the shake it and you are done why do you have to add it before and keep it into the bottle that’s a little beyond understanding
