use only mild baby skin lotion..
avoid heavy or extra moisturizing creams, Vaseline on skin.
avoid excessive exposure to sunlight.

for skin problem ,it is hard to deduce it from photo as it is not clearly seen in the given photo.
I advise to visit your pediatrician for once.
offer plenty of breastfeeds.
avoid using any cosmetics.
maintain good hygiene using Babyhug multipurpose cleaner.
