A. Yes it can be some rash but this is not looking like a rash it is looking like some allergy so you can consult your doctor to know what kind of an allergy or infection this is currently I can advise you to apply calamine lotion that usually helps a lot but it’s important for you to get an assessment done with your doctor in order to have better clarity on that
