In such a case thorough clinical assessment is required once so you should contact your nearby doctor or pediatrician to get physical examination done for proper diagnosis and then only proper treatment suggestions can be given .White spots on the body and face could be some fungal infection or some conditions like Pityriasis Alba which is aggravated by dryness of the skin it needs proper clinical evaluation by the doctor. Proper moisturisation of skin is very important for this you can use a good cream like atogla or sebamed lotion and maintain a good hygiene .

You can't prevent milia. And no treatment is needed because they usually disappear on their own in a few weeks or months.
