its better to consult your paediatrician for proper examination of the child and start treatment as advised..
we need to rule out the cause

it happens because of many reasons like teething ,dry skin, allergy to something like food or cosmetics ,heat or sweating or infection
please keep your child well hydrated
apply thin layer of coconut oil or baby soothing Calamine lotion on it.
keep your child in well vantileted room
skip suspected cosmetics.
maintain good hygiene.
