every child has its own pace of development.
just massage the body properly to strengthen the muscles.
give tummy time daily.
push the palms of feet to give support to crawl.

few months back I was in the situation. so don't worry every baby development time is different. just have patience and give time to your baby. you can keep attractive things in front of your baby so that he Will get attracted try to crawl. you can also crawl with him so that he can learn from you.
