10 yrs 3months old daughter having vaginal discharge ...is her periods starts to begin? hair also seen in her pelvic area and underarms

Yes if the hair are in both the places for your child then it can any time within six months or year of age that the periods can start so if you have not explained all these things to the child you start doing it and explain very clearly to the child and also start keeping a period kit into the bag of your child with child goes to school
