Q.

Should we add water to packet milk or dilute , while giving it to 1.5 year toddler?

A. Hi. No need to add water now. Give cows milk preferably . It is easier to digest. You can use a cup for the kid, or if he refuses, then a sippy cup or a straw.

A. there is no need to put the water in it as it us not necessary as well as not recommended so you should not worry about it.all the best
