Cow's milk should be given to the baby only after completion of 1 year of age because the protein and fat in cow's milk is hard to digest before that and many a times there could be cow's milk protein allergy in babies and lactose intolerance which could be severe sometimes.
Also early introduction of cows milk can lead to iron deficientcy anemia as cow's milk lacks iron and vit c . Also there could be micro bleeding in intestine because of the heavy protein of cow's mgilk .To start with cow's milk should be given than gradually you can shift to buffalo milk or a packet milk which is a mixture of two .

A child who is 1 or 2 years old should only drink whole milk. This is because the fat in whole milk is needed for your child's developing brain. After 2 years old, children can drink low-fat milk or even skim milk if they are overweight.
