nandini milk packet or direct (dairy)cow milk which one is safe for 1 year baby

A. Both are safe and healthy to be given to the child you can go ahead with whatever your preferences if you feel that the cows milk that you are getting is pure and healthy to be given to the child you may as well go for cows milk in the first place
