It is not possible to give an expert opinion about this with out an assesmnt and examination in this case so i wud advise you to see your doctor for this

Hello mam I think you should consult your paediatrician regarding the same as he can guide you the best over this because I really don’t know what is the right size Of penis for a four year old child so I think it is better that you consult an expert over it would probably know the right size at the right age. And Dr only can advise you how can you make it be as per the age. So go for a proper medical help for this
