my son is 10 months old and from past 2 months I'm observing that his penis swells like a tiny balloon whenever he's urinating. After the urination is over it comes back to normal size. He does not have any discomfort while urinating and the flow is also normal, but why does this ballooning happen?? and what can be done about it? please see the pic attached.
