my daughter didn't even have a single beard, she is 19 months old and unable to chew any of food items

A. Hello dear parent! Teething might be delayed in few children. Maintain a good personal and oral hygiene for your child. Still your baby’s gums are stronger for chewing, give your baby normal foods in small quantities. If you are still concerned better consult your doctor for further advice.
