my baby is three and half month old. most of the time he chew his hand fingers like he is teething? is it normal

A. Perfectly normal. Babies explore everything with their mouth. And one of tge first things tgey get to explore are their fingers. You can try to remove tge fingers and divert their attention. It is just a phase and can hardly become a habit. Even if u cover the fingers with mittens, the baby will chew the mittens.
