my baby is 4 month old.she is a formula fed baby.i changed her formula milk from similac classic to similac plus.but she still spitting out milk and fussiness.is it safe. what to do

Add some fennel seeds into water that you boil for making formula that will help in keeping the stomach cool will help in better digestion second spitting and vomiting is normal due to stomach reflux and poor digestion and third the child could be teething which is why your child is so fussy so make sure to give bumping after every feed for better and easy digestion
