My baby all he does is cry to sleep, he needs rocking to sleep and then he wants to be fed not before why is he doing so??

Maybe your child has just gotten used to sleep by rocking which is why your child maybe behaving like this as how you feel comfortable to sleep in a particular way similar leads with the kids also so probably your child because of the same and maybe the feeding is not enough and go that is why they ask feet again and again so you can check with the paediatric on that
