my 3 year old kid has speech deley, hand flaping, not responding to name is that virtual autism?

Flapping of the hand is not associated with autism and neither not responding to its name can be associated with the mental growth of your child but not necessarily autism so I would advise you since you have figured these things out already please consult a child psychologist and if they confirm anything start taking a homeopathic treatment because these things in an early age can be fixed with homeopathy
