Look the key factor which I felt feel problematic in your question is not responding okay kids don’t speak sometimes by the age of two years to 2 1/2 years but with regular communication they pick up but right now your choice is not responding and not making an icon for that then in that case there would be delay in the growth of the child you need to consult a child psychologist once
