my 1nd 1/2year have a small lump in his private area and when I touch it it's moving is it any serious problem

A. Hydroceles are swellings in the scrotum caused by a build-up of fluid. They often affect newborn babies, usually only causing a painless swelling of one or both testicles, although they can sometimes affect older boys, men and anyone with testicles, who may feel some discomfort in the scrotum.
