I don't think cow milk is an issue or urinating 30-40 times is an issue. Children at this age urinate every 30 mins. My son also does so & just after feeding, urinates every 10 mins and even every 5-7 mins in winters for at least 30-45 mins. He is perfectly healthy.
Only thing is, we are too much concerned and do note such things, while in older times people don't note such things. 
I was also concerned initially for this but my mom told that we also used to urinate every 30 mins.

Also one more thing, you may try yourself, Note, whenever, we also drink good amount of milk at once, around 350 ml, we also urinate frequently. Do it's normal. nothing to worry.

Now if you want to reduce that , you may start with solids( rice water and dal water). Nothing to worry for that. My mom started solids for us at 3 months, though I waited and started for my child at 6 months.
