I have twin babies, one baby is sleeping very well whole day and night but one baby is sleeping only average of 8 hours in 24 hours, they are just 3.5 months old, what to do

Sleep Cycle in smaller babies is very different and they have a certagfin pattern initially which becomes regularize at around 6 to 8 months ofg age and if the baby is comfortable with no irritability because of infantile colic nasal blockage any regurgitation etc you should not worry just give a comfortable position to the baby and no medicine is required.
