expecting fluency in speech at this stage of age is not advisable.
it is too early
child is learning , so let him or her learn at own pace.
just keep encouraging a child by talking with him more
play different games, sing rhymes and read stories with your child
but yes ,do not use mobile,tv or any other gadgets for this
