they are usually remnants of umbilicus post delivery. usually does not require any type of major treatment except neosporine powder application or t-bact cream application and maintenance of hygiene and proper cleanliness. if it continues to persist beyond 6 months of age requires surgical intervention like quarterization or ligation removal

from photo,it seems normal
but if there is bleeding,pus, irritation, itching, redness, swelling etc then please visit your doctor
