hi my 2nhlf baby is having phlegm..can I give her bete leaf juice with honey in d morning?

Yes you may
Other than that , you may give her a spoon of lukewarm water every hour in the daytime (don't wake her up though)
Take sunbath daily with her head and ears covered
You may give her home steam from safe distance.
