You should have proper consultation with your treating doctor , as some examination or investigations may be needful, so that proper medications can be given And the treatment can be done very properly.

as there is white discharge and itching too,it should be Infection
please visit your pediatrician
stop using diapers for now
always clean this part from front to back
keep your child well hydrated
choose loose fitting Cotton clothes for her
