he is going to be 9 years but his weight is 22kg....is this ok at this age?

No right now your child is Lil underweight it should be somewhere around 28 KG as of now so I would recommend you to kindly consult your doctor then help me with a diet plan and supplements if you need to give anything to the child for proper weight gain
