Nope maybe there is some issue you should get a check with your doctor usually see you you see hair growing in the pubic area under arms are basically assigned towards reaching the puberty that’s mostly seen after the age of 9 to 10 years because girls are reaching puberty an early age if it’s happening with your child at the age of four years it could be just due to some issue you should check with your doctor
