can we give besan chilla to my 8 month old who has no teeth. if yes, won't he gag/choke on swallowing?

You can give it to the child but you cannot give it dry to the child so you know you should use curd or something as like a gravy or a curry where you can mix it well in small small pieces make it mushy and soggy with curd and that’s what you can offer to the child so that your child can easily swallow it
