can I Insert a thin cloth into baby nose( 38 days old)to initiate sneeze.. so that stuffed nose can be cleared

Hi If you think it is going to work for the child for the betterment then you can do it there is no issue with that mostly kids normally please quite a lot when they have stuffed nose or when you put a nasal drops also they can sneeze but if you think that this thing is going to work then go ahead with it
