can a 19days baby can have artificial milk....as he hardly can drinks from his mother

some babies they take time to latch.
so no need to worry.
Keep trying.
keep the baby head a bit elevated and put whole of the nipple and most of the aerola in the baby mouth so that the baby latches easily.
Try different feeding positions in which baby is comfortable sucking
