A. seems like fungal patch. quite difficult to assess anything kindly visit your paediatrician for proper examination of the child and start treatment as advised by your doctor

A. It a heat rash so I think what ever seen you applied has made it turn into white colour you should get a check with your dermatologist what is the doctor would be able to guide you with the correct medicine to go for and that is going to help quite a lot for that
