once consult your paediatrician for proper examination of the child and start treatment as advised by your doctor as its quite difficult to tell anything without examination

It’s common in small baby make sure baby wear cotton loose comfortable clothes to avoid such irritation usually it will correct within one week apply calamine lotion twice daily keep babys surrounding clean and dust free
Wash area often with lukewarm water
